Q3 and the Whatcom County Real Estate Market
“How has Covid-19 impacted the housing market in Whatcom County”, you ask? I was able to help more families with their Real Estate goals for both the 2nd and 3rd quarters this year than the same quarters last year! If that’s any indicator, you can assume that the market is still very busy and stable. Almost all segments of our market have seen increases in value this year! If you are curious what your home is worth and are not already on my annual list, give me a call and I’ll get you on it! There doesn’t seem to be any indication of interest rates rising anytime soon, and with more people choosing to move Whatcom County than ever before our market continues to struggle with inventory. For My Landlord/Tenant Friends
Extended Moratorium on Evictions
For my clients and friends who are landlords or those of you who are tenants yourselves…
On June 2, Governor Inslee extended the Moratorium on Evictions until August 1, 2020. Under the extended moratorium, it is unlawful for a landlord to evict a tenant or deliver any notice of termination. However, a critical exception was included in the June 2 extension order. Effective immediately, a landlord may: “… provide at least 60 days’ written notice of intent to (i) personally occupy the premises as a primary residence, or (ii) sell the property.”
As a result of this language included in Governor Inslee’s moratorium extension, a landlord may deliver notice to a tenant whose lease is expired or will expire in the next 60 days, that the tenant’s lease rights will terminate at the end of the 60 day notice period so long as landlord intends to personally occupy the property or sell the property at the end of that 60 day notice period. Thereafter, if the tenant does not vacate the unit, the landlord may evict the tenant.
Phase 2 for Whatcom County Real Estate
On Friday, June 5th, it was announced that the Washington State Secretary of Health has accepted Whatcom County’s application to move on to Phase 2 of the Washington’s Safe Start Plan. You can read a broad explanation of what that means here, and here are a few key changes:
- Lets you have 5 people inside household
- Restaurants can open to 50% capacity (with no bar seating)
- Real Estate, Nail Salons, and Barbers can open
King County was the first county to be admitted to Phase 1.5. In addition to Whatcom, Snohomish, Pierce, Skagit, Clark, and Okanogan counties have been admitted to Phase 2. The out of office activities permitted for Phase 1.5 are the same as those allowed in Phase 2 – provided the required protocols are followed.
The additional real estate activities allowed in Phase 1.5 and Phase 2 (as opposed to Phase 1), assuming the required protocols are followed, include:
- Real estate firms may open their offices in a limited fashion (with additional restrictions for Phase 1.5);
- Commercial brokers can engage in the same in-person activities as residential brokers;
- Three persons (as opposed to two persons) are allowed on site for permitted in-person real estate activities for both residential and commercial brokerage (for both improved and unimproved property); and
- Sign installers may install real estate signs.
As a reminder, all in-person activities must be by appointment only and real estate brokers and industry partners must wear cloth face coverings and should encourage clients and customers to do the same.
Another note to add:
Brokers must adhere to the “phase” protocols for the county where the property is located, regardless of the location of the broker’s office or home.
